Pitluk, an investigative reported for Time Magazine, tells the true story of James Scott, accused and convicted in a levee break and sentenced to life in prison. Set during the Great Midwestern Floods of 1993, the town of West Quincy, IL is devastated by a levee break. Scott, a local troublemaker trying to redeem his reputation, volunteers as one of the watchers of the levee during the storms. After reporting a small leak, he is advised to return and keep an eye on it. This turns into the levee break the town dreaded. And the community is looking for someone to blame.
